A genre is just set by popular culture to classify music and can be flexible. Some music may have more than one genre to it, while others portray a genre perfectly.
Like you can have rap, but you can also have hip hop. Hip hop is a more mainstream version of rap. Gangsta rap and freestyle rap are also genres which came off from rap. A good example of similar genres of music is the music you'd hear at clubs or raves. There's techno, electronic, dance, trance, house, breakbeat, jungle, downtempo, etc, and within these genres, there are even more branches to similar genres.
But as fidele said, it all has to do with how it sounds :P Or by the time they were made.
